INTECON, LLC is seeking a highly motivated and detail-oriented Financial Manager (Project Manager) to lead the planning, coordination, and execution of internal control and financial oversight activities in support of the Department of Homeland Security (DHS), Office of Intelligence & Analysis (I&A), Transparency and Oversight Program Office (TOPO). This individual will serve as the primary point of contact to the Government and manage the delivery of contractor services aligned with DHS internal control standards.

Roles and Responsibilities:

The roles shall include:

  • Serve as the Project Manager responsible for all contractor work performed under the PWS.
  • Act as the single point of contact (SPOC) for the Contracting Officer (CO), Contracting Officer’s Representative (COR), and Federal Task Monitors (FTMs).
  • Lead planning, baselining, execution, and monitoring of all task activities in accordance with DHS internal control requirements.
  • Provide subject matter expertise aligned with the DHS Financial Accountability Act (FAA), Federal Managers’ Financial Integrity Act (FMFIA), OMB Circular A-123, and related regulations.
  • Anticipate, identify, and resolve complex and sensitive issues affecting program execution and internal control delivery.
  • Define and deliver measurable outcomes that advance DHS internal control goals and program direction.
  • Develop and deliver timely and high-quality project status reports, briefings, and deliverables to DHS I&A leadership.
  • Promote integrated, candid, and solution-focused communication with Government and contractor personnel.

Qualifications:

Education:

Bachelor’s or Master’s degree in Accounting, Finance, Business Administration, Economics, Information Systems, or a related field.

Experience:

  • Minimum of 10 years of demonstrated subject matter expertise in internal control, federal financial management, or program oversight.
  • Proven experience managing multiple workgroups delivering results to Federal clients.
  • Expertise in interpreting and applying internal control standards from OMB Circular A-123, FMFIA, FFMIA, and the DHS Internal Control Playbook.

Preferred Certifications and Training:

  • Certified Public Accountant (CPA)
  • Master of Business Administration (MBA)
  • Project Management Professional (PMP)

Proficiency in:

  • Federal internal control frameworks and audit response
  • Corrective action planning and performance metrics
  • Microsoft Project, Teams, SharePoint, and task tracking tools
  • Program documentation, briefings, and executive-level reporting

Security Clearance: Must possess and maintain a TOP SECRET/Sensitive Compartmented Information (TS/SCI) clearance.
